The NBISD Board of Trustees met on September 8th, 2025 for a regular meeting. Highlights of this meeting’s agenda include:
Report of Progress and Timeline for CREATE at County Line
Dr. Marty Lenard, NBISD Director of Fine Arts, presented an update on NBISD’s CREATE at County Line. Since the last board meeting, several key initiatives for CREATE have been established. Some of the keys that have occurred:
- Curriculum Writers Hired – The district has brought on curriculum writers to support instructional planning and development.
- Student Services Collaboration – Leadership met with the Student Services team to discuss application design and the enrollment process, ensuring a smooth experience for families.
- Branding – Branding for the campus has been established to help create a clear and consistent identity. It includes all of the district’s colors from Carolina Blue to Unicorn Blue and Dragon Green as the campus will consist of students from across the entire district. It also includes a flame as the campus will ignite its learners as well as the district star.


These steps represent important progress as we continue preparing for the future of CREATE at County Line. Dr. Lenard also mentioned that the CREATE website will be published by the end of September and will include more details on the school.

Applications are expected to be live in November with the goal of students being notified of acceptance in the Spring of 2026. CREATE at County Line will open its doors in August of 2026 to kindergarten through 2nd grade students.
Report on Pillar One: 2024-2025 STAAR and CCMR Results
Dr. Lani Norman, NBISD’s Chief Academic Officer, shared an update on Pillar One: Student Achievement, focusing on the 2024–2025 STAAR Performance Summary and College, Career, and Military Readiness (CCMR) results.
STAAR Performance Celebrations
Among items highlighted included:
- In most areas, NBISD students are outperforming both the Region and the State in approaches and meets categories.
- Writing scores showed significant improvement across grade levels.
- High school students excelled in Biology and U.S. History End-of-Course (EOC) exams.
- Elementary Reading Language Arts met district goals for meets and masters.
- Elementary Math scores in 3rd and 4th grades either maintained or improved in meets and masters.
- A systematic approach to monitoring CCMR has led to an increase in the number of students meeting at least one CCMR indicator compared to two years ago.
Keys to Success
Several district-wide efforts that supported this success are:
- Strong Professional Learning Communities (PLC) embedded across the district.
- Ongoing data-driven conversations to guide instruction.
- Expanded professional development opportunities for teachers.
- Tier 2 and Tier 3 intervention systems to support students needing additional help.
- Instructional coaching cycles to provide targeted teacher support.
- A district-wide commitment to collaboration and continuous improvement.
Areas for Growth
Looking ahead, Dr. Norman outlined areas where NBISD can continue to grow:
- Improving math performance across all grade levels.
- Strengthening science and social studies performance, with more consistent monitoring in non-tested grades.
Growth Strategies
To address these areas, NBISD will implement targeted strategies, including:
- Continued PLC work to strengthen teacher clarity of content and standards.
- A focus on research-based instructional strategies.
- Cross-curricular planning between Reading/Language Arts and Social Studies.
- For the first time, district-wide writing protocols across all grade levels and subjects.
- An intentional alignment with the Profile of a Learner and the district’s Strategic Plan.
Dr. Norman closed by recognizing the dedication of teachers, staff, and students who are working together to build on these successes and push NBISD toward even greater academic achievement.
Report on Implementation of Updates to Policy EFB (LOCAL) – Instructional Materials – Library Materials
At the August 11th meeting, the Board approved EFB (LOCAL), a policy update that introduces important changes to how library books and donations are reviewed and approved in NBISD.

What’s New?
A key change under this policy is the Board’s expanded role in the approval process for library books and donations. Moving forward, these approvals will take place three times a year — at the October, February, and June board meetings.
This new reporting structure will ensure both the Board and the community are updated on library materials and the procedures connected to the revised policy. The district will continue to share updates as this process begins implementation in the coming months on the Library Services webpage.
NBISD has outlined the updated process for reviewing and approving donated and purchased library titles under the recently adopted EFB (LOCAL) policy.

How the Process Works
- Librarian Review: Librarians add donated and/or purchased titles that meet NBISD’s Book Selection Guide and EFB (LOCAL) criteria to a shared spreadsheet.
- Public Access: In September, January, and May, this spreadsheet is shared with the Board of Trustees and made publicly available on the district’s Library Services webpage 30 days prior to the corresponding board meeting.
- Board Approval: The Board reviews and approves submitted titles during the October, February, and June meetings. Board members can submit questions about listed titles through a Google Form no later than four days before action is taken.
Purpose of the Policy
The intent of this new policy is to provide the Board and community an opportunity for feedback before any book is purchased or added to the district’s collection.
NBISD librarians will continue following the standardized Book Selection Guide, which has been in place for years. This guide ensures consistency, transparency, and alignment with both district expectations and board policy.
Consider Approval of Weight Room Equipment for PH 2 Long Creek High School
When voters approved the construction of Long Creek High School in November 2021, the project included plans for a fully equipped weight room to support UIL athletics and student athletes across all sports.
The weight room space will be 5,000 square feet and installation is expected to begin in February 2026 and is expected to take three to four months to install.
The Athletic Department identified the specific equipment needed to meet program goals. Detailed specifications were then prepared and distributed through BuyBoard as well as to select weight equipment distributors.
Multiple proposals were submitted, with four companies offering complete packages for review. Each proposal was carefully evaluated based on warranty, quality, reputation, and price.
After a thorough review, Dynamic Fitness and Strength was selected as the highest-ranked provider, offering the best overall value for Long Creek High School.
The approved package includes equipment, delivery, and installation at a total cost of $262,600.72.
