Public Hearing regarding Financial Integrity Rating System of Texas (FIRST)
New Braunfels ISD received 94 out of 100 points and was awarded a letter grade of “A” in the School Financial Integrity Rating System of Texas (FIRST).
The FIRST ratings are based on 21 financial indicators such as administrative cost expenditures, the accuracy of a district or charter financial information submitted to TEA, and any financial vulnerabilities or material weaknesses in internal controls as determined by an external auditor.
As required, NBISD held a public hearing to publicize the District’s financial report and rating on Oct. 13 during the regular monthly Board meeting held in the NBISD Administration Center Boardroom.
The current ratings are based on annual financial reports provided to TEA by districts and charters from the 2023-2024 fiscal year. The financial accountability system requires TEA to review the audited financial reports from all districts and charters.
Created by the 77th Texas Legislature in 2001, the School Financial Integrity Rating System of Texas (FIRST) is designed to encourage public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes.
Report on Annual Emergent Bilingual Update
Nayane Olivas, NBISD’s Director of Multilingual Programs, provided a report that showcased how students identified as Emergent Bilingual are served in NBISD.
More than 20 languages from all around the world are spoken in the homes of NBISD students.
Some opportunities of parent engagement from pre-k through high school included events such as Dia De Los Niños, Christmas Around the World, Dia De Los Muertos, Secondary English as a Second Language Parent Night and Cafecitos.
As for testing, NBISD students excel in the AP exam for students earning a 3 or higher on the test. NBISD scored well above the state and global averages in Spanish Literature and Spanish Language tests.
Report on Implementation of Updates to EFB Local – Instructional Materials – Library Materials
NBISD is committed to full compliance with state laws. Due to the importance and complexity of Senate Bill 13, we would like to take additional time to review our process for the acquisition and/or donation of any library materials. For this reason we have temporarily removed the October 2025 Book Order List from our website and will not request the approval of any materials this month. We appreciate the community input received to date and will utilize that information moving forward. Once we have finalized our process, we will post a book order list for at least 30 days, in compliance with statutory deadlines and to allow a full opportunity for further community input in the coming months.

Report of New Teacher Academy and Positive Impact Team
Dr. Gina Christenson, director of curriculum and professional development, provided an update on professional learning. All new teachers are required to attend the NBISD New Teacher Academy.
This academy provides professional development aligned to program areas and best instructional practices, offers opportunities to network with veteran teachers in their field, collaborate with curriculum specialists, and meet campus principals. This week of preparation ensures that new teachers are equipped for a successful start to the school year.
In an effort to retain highly qualified teachers, the curriculum team will facilitate new teacher support training for all first-year teachers (0–1 year) and their assigned mentors. Mentors will receive training prior to the start of school and will participate in four follow-up sessions throughout the year with curriculum staff. All new teachers will engage in Positive Impact Team (PIT) sessions before school begins and continue with four additional sessions during the year.
