The NBISD Board of Trustees met on February 10, 2025 for a regular meeting.

Highlights of this meeting’s Agenda include:

Report of District Scorecard – Priority Three – Southwest Foodservice Excellence

Southwest Foodservice Excellence (SFE) continues to support NBISD by providing nutritious breakfast and lunch options, helping students reach their full potential. SFE has served an impressive 485,373 meals in the 2024-2025 school year as of December. They have also led various campus events for students throughout the year like Flavor Fest where students get to try news foods and give input on what foods they would like served in our campus cafes.

Report of Contracts Delegated to Superintendent for Negotiation and Execution

The board approved nearly $6 million from 2021 bond funds to be budgeted for the renovation refresh project at Carl Schurz Elementary. The renovation refresh project has been negotiated and executed and work is set to begin in the near future. 

In order to provide transparency with the board and with taxpayers, administration will henceforth bring back all contracts that were delegated to the superintendent to negotiate and execute as a report in the first available meeting after the contract is signed. 

The total cost of the project is expected to be $5,828,300.

Discussion on Future Focused 2030: Future Ready Learning Experiences and Attendance Zoning Process

As NBISD prepares to open Legend Point Elementary and the relocation of Lamar Elementary to its new campus in the Fall of 2025, NBISD presented its plan to establish new attendance zone boundaries. This process also included reviewing and potentially adjusting existing elementary attendance zones.

NBISD solicited feedback from stakeholders for scenarios one and two and with that information, the final rezoning scenario was presented to the board. Online feedback surveys and in-person community forum feedback were taken into consideration.

In response to elementary enrollment numbers and with guidance from our Strategic Plan, NBISD has identified the opportunity to open a district wide elementary magnet school for NBISD students at County Line Elementary.

In the graph below, you will find the phase in approach for the magnet school at County Line. Beginning with the 2026-27 school year, students will need to apply to be in the Magnet program at CLE. This is denoted with a “M” on those grade levels.

There will be three options for the County Line phase in approach. Those include:

Option One – Parents can choose to enroll their Kindergartener or keep their 1st grade student at CLE for the 2025-26 school year. The student would need to apply for the Magnet program and be accepted to remain at CLE beginning with the 2026-27 school year.

Option Two – Parents can choose to enroll their Kindergartener or move their 1st grade student to their newly zoned elementary campus and bring any other CLE siblings with them to that campus to keep their family together at one campus.

Option Three – Parents can choose to enroll their Kindergartener or move their 1st grade student to their newly zoned elementary campus so that their child has a consistent K-5 experience at one school. Older CLE siblings can remain at CLE. Parents would need to provide transportation.

The final attendance zoning scenario was up for discussion at the February board meeting and will go before the Board of Trustees on March 10th for approval. The final scenario will be released on March 11th.

Consider Approval of Pay Increase for Bus Drivers

NBISD is currently facing a significant shortage of bus drivers, with 19 vacant positions to date. To address this challenge and attract qualified drivers, we propose increasing the starting rate from $18.30 to $21.30 per hour, making it the highest in the area. Additionally, this $3.00 increase would be applied to all current drivers to show our appreciation for their dedication and service.

Funds to provide this raise for our bus drivers would come from the general fund in the amount of $160,000.

The Board of Trustees approved a $3.00 increase to the bus driver starting rate and a $3.00 rate increase for all current bus drivers. This increase will make NBISD bus drivers the highest paid in the area. This increase will go into effect tomorrow, but due to the pay period employees won’t see this increase on their next checks.

Consider Approval of Security Window Film at Various NBISD Campuses

NBISD is adding security film in accordance with School Safety guidelines to multiple campuses around NBISD. This film will be intruder resistant and comply with Texas Safe Schools standards. The TEA has allocated funding for security upgrades, including security window film and NBISD would be utilizing TEA Safe Grant Cycle 1 funding for this safety film upgrade in the amount of $206,214.10

Public Hearing of Texas Academic Performance Report (TAPR)

The Texas Education Agency (TEA) issued the Texas Academic Performance Report (TAPR) for the 2023-24 school year. This published document provides district and campus data concerning student STAAR performance, graduation/completion rates, student demographic and information. In addition, a public hearing includes financial reports, postsecondary information, discipline, and progress toward campus performance objectives. 

A public hearing was held to present required information that included:

1. 2023-24 TAPR (For the district and each campus)

TAPR pulls together a wide range of information on the performance of students in each school and district in Texas every year. Performance is shown disaggregated by student groups, including ethnicity and socioeconomic status. The reports also provide extensive information on school and district staff, programs, and student demographics.  Detailed information can be found in the reports posted on the district website.

District and Campus Accountability Ratings have not yet been issued for 2024. TEA has been prohibited from issuing A-F accountability ratings for the 2023-24 school year until a final judgement is issued in the litigation.

2. PEIMS financial standard report (2022-23 financial audit report)

NBISD received a 94 district score in the FIRST rating with a status of passed and an A rating (superior).

The report shows revenues, expenditures, disbursements, tax rate and fund balance at the district level. It also provides revenues, expenditures and disbursements at the campus level. 

3. 2022-23 district accreditation status

NBISD received an accreditation status of accredited from the 2022-23 school year.

4. Campus performance objectives

Throughout the school year the campuses and district conduct formative reviews and document progress in the district and campus improvement plans.  Plans can be found on the district website.

5. Report on violent or criminal incidents on campuses

NBISD did not have any incidents that fell under codes identified as violent or criminal during the 2023-24 school year.

6. Student performance in post-secondary institutions

The most current report for student performance in post-secondary institutions is for the 2022 graduates.

  • Student performance is measured by the Grade Point Average (GPA) earned by 2021-2022 high school graduates who attended public four-year and two-year institutions of higher education in the fiscal year 2023.
  • For each student, the grade points and college-level semester credit hours earned by the student in Fall 2022, Spring 2023 And Summer 2023 are added together and averaged to determine the GPA.

7. Progress towards House Bill 3 goals

House Bill 3 amended the Texas Education Code to include plans that target early literacy and math proficiency and college, career, and military readiness (CCMR).

School boards were required to set goals for student growth on 3rd grade reading and math STAAR and CCMR readiness. Goals and performance related to the goals are found in the district and campus improvement plans on the NBISD website.
